I was glad you quickly pointed out marines winning wasn’t exactly news worthy as I actually rolled my eyes when I heard!
1 primaris lieutenant per codex also sounds like a pretty accurate number ?
Pessimist take that GW doesn’t adequately plan and that leads to craziness seems unfortunately quite likely, but I like Brandon’s idea that perhaps the plan is for an even playing field. The 8th failure wasn’t that marines were OP from the get go, more that they weren’t great.
One can hope!
